Yes that looks fine although as I said before, I would have 'unclear signs' as point #3. Because 'no NTK' will win it.

As long as you are safely at/past day 56 from the PCN date, it's too late for them to rescue it with a NTK now!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi again, just an update on POPLA appeal. NCP decided to not to contest the appeal on 19th day after i've submitted it and incorrectly issued invoice was dropped. Thanks once again everyone for providing invaluable information and advice on this matter.

NCP are doing this more and more, proving they have no case to pursue. They are putting motorists through lots of work to develop a credible POPLA appeal, then when they realise the motorist has done so, they slink away.

If you're up for it, why not email Steve Clark of the BPA and ask how many such cases have NCP not contested when a POPLA appeal has been submitted, compared with the number actually contested. I think the response will be revealing.

    Well done on your win.

A complaint needs to be made to the BPA, DVLA, and your MP that NCP are telling lies.

From post 8, "Following the introduction of the Protection of Freedoms act 2012 on the 1st October 2012 lobbying by the BPA the Bill introduces a duty on the keeper to identify the driver providing a serviceable address when enquiries are made by the landowner or his agent."

The POFA 2012 says no such thing. It is an out and out lie.

These are some of the comments made by the MPs in Parliament concerning the unregulated parking industry (Feb 2018):

    https://hansard.parliament.uk/commons/2018-02-02/debates/CC84AF5E-AC6E-4E14-81B1-066E6A892807/Parking(CodeOfPractice)Bill

''Rip-offs from car park Cowboys must stop''; unfair treatment; signage deliberately confusing to ensure a PCN is issued; ''years of abuse by rogue parking companies''; bloodsuckers; ''the current system of regulation is hopeless, like putting Dracula in charge of the blood-bank''; extortionate fines; rogue operators; ''sense of injustice''; unfair charges and notices; wilfully misleading; signage is a deliberate act to deceive or mislead; ''confusing signs are often deliberate, to trap innocent drivers''; unreasonable; a curse; harassing; operating in a disgusting way; appeals service is no guarantee of a fair hearing; loathed; outrageous scam; dodgy practice; outrageous abuse; unscrupulous practices; ''the British Parking Association is as much use as a multi-storey car park in the Gobi desert''; and finally, by way of unanimous conclusion: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists and ordinary residents should not have to put up with this''.

These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

In your complaint to the BPA, quote the comment above in bold and ask them what they are going to do about rogue operators like NCP in order to change the attitude of MPs and the motoring public.

In the year to 30th September 2017, 1,970 appeals were submitted, of which 665 were later withdrawn; (34%).

Thank you Mr [STRIKE]Clark[/STRIKE] Castle. :D

Appalling statistic, 665 people were forced to research and work up a POPLA appeal, only for NCP to then withdraw. Their stress levels would have also been raised during the process.

Why weren't the initial appeals of these people not simply upheld by NCP?

@OP - if you're up for it, why not expose this to your MP?

@ Fruitcake and Umkomaas - I will definitely lodge complains as you suggested as i believe NCP did behaved unreasonably by declining internal appeal and when withdrawing at POPLA stage. I will post replies as soon as i will get them.
