Minster Baywatch Parking Charge for loading Appeal

Hi there, the keeper received a letter from Minster Baywatch on the 11th of December charging me £60 for parking in a private car park in York on the 2nd of November whilst a driver was loading off a narrow street. It contained several photographs of the car but no ticket was applied to my car on the day.

The letter states that;
"NOTICE TO KEEPER OR HIRE COMPANY

We have obtained your details from the DVLA under a "reasonable cause" request as you were the registered keeper of the vehicle specified at 12:46 on 02/11/2017. A Charge Notice has been issued as your vehicle was involved in breaching the stated terms and conditons of use which were clearly displayed via signage and agreed to by the driver when your vehicle entered, specifically:
F - Vehicle was not authorised to use the car park
M - Vehicle causing an obstruction to other users"

Does the keeper have any grounds to appeal? Any help would be much appreciated!

    Immediately edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. ;)

    Then read the Sticky thread for NEWBIES and send the BPA template in blue you will find there.

    After that, start reading up on how to beat them at PoPLA, and get pictures of the area where The Driver stopped, including signs.

    Do a forum search for loading and unloading, which isn't parking, selecting the Show Posts facility.

    That’s for the PPC to prove it was, not for you to make assumptions, nor do their job for them.

    Are you absolutely sure the signs met the PPC's trade association code of practice, is saved by the Beavis Case, does not have has tiny font, does not display prohibited premium rate 'phone numbers, and meets the requirements of Lord Denning's red hand rule?
