Speak to land owner or wait for NTK

New member. Please go easy on me.
Before I begin I will mention I have read the newbies post and many posts regarding this IPC member.
If more details are required I can provide them.
Possible excuse formatting as on mobile.

The driver parked in a car park who recently began being operated by Comprehensive Management Services Ltd. Car park has been abused for years judging by the number of cars that park there but nothing was ever enforced. Different solutions like barriers were there at one point but I believe it was no earlier than August that Comprehensive Management Services Ltd put signs up. There is no sign of attendads however I have found out from a staff member that there are two operators for the car park. Car park is for two different premises, both offer services but they are not retail. (Haven’t mentioned what they are too avoid giving too much detail but if relevant please let me know). Both premises would take longer than 10 minutes to use so it’s not necessarily the shortest stay, which is relevant further on. As far as I’m aware, the terms of the parking is that it’s free as long as you stay on the premise. (I don’t have a picture off the signage, will obtain ASAP).

Problem is slightly complex in that one premises is at the front and one at the back which faces car park, meaning that I don’t see how they can monitor if someone leaves the premise as they cannot view who uses the front premises unless there is someone standing outside, which I havent witnessed.
Car has a black box so time of arrival is known and the ticket has the issued time. One thing to mention is the make of the car is incorrectly spelled but the reg is correct so I think it can be regarded as valid. There was 9 minutes difference in the time(which is technically 8 as driver was with the car for 1 minute). I don’t know how they can come to that conclusion that driver left the premises if they cannot monitor who uses the front premise unless they physically station someone or if they can use the premises cctv (which sounds unlikely, especially considering ticket was issued after 9 minutes and the cctv is specifically for the premises and not aimed at the car park).

Driver does use the front premise however may have left the premise on this occasion. Incident happened on Wednesday and so it has been more than a day. Is it worth speaking to the manager, even though it’s been longer than a day, and ask for the ticket to be cancelled as they use the services of the premises (although driver may not have used the premise that day and so there is no record on the system of use of that premise. Also manager may consider this as admitting the driver which she could pass on to IPC for the commission) or is it it is best to wait for the NTK and follow the procedure on the newbies post.

    as this was a windscreen ticket and its an IPC medmber, I would wait for the NTK and then complain as keeper to the landowner, plus use the black text appeal if the NTK is not cancelled within 19 days , because they use 21 days as their benchmark

    so NTK comes, complain straightaway and appeal if they fail to cancel

    do not expect the PPC to cancel, its highly unlikely and rarely happens

    they must have an onsite operative (or somebody onsite like an employee or landowner or leaseholder who issues the ticket and is on a kickback from the PPC) because a ticket was issued within 10 minutes on the day in question

    the fact you did not see this person is not relevant , they do not want to be seen

    What is black text appeal?

    As I mentioned I have had confirmation from a staff member that there are two onsite operatives. The reason I mentioned not noticing them is because I don’t see how they can see if anyone has left the premise considering part of the premise is at the front
