PPI and Arnold Clark refusing to check

I'm trying to claim PPI off various companies including Arnold Clark for loans taken out around 17 years ago. Arnold Clark initially stated I did not purchase a car from them which was incorrect - they had failed to check using my maiden name. This morning, after a second request made yesterday, they have written to me to state:
"We would advise that we would not consider an alleged PPI mis-selling complaint when the sale and related transaction took place over 17 years ago. It is unlikely that we would, after this period of time, be able to generate records in respect of your vehicle purchase."
Would can I do other than send another email complaining that it doesn't seem to appear they have even bothered to check their records? Would it be worth me obtaining the registration documents for the car through the DVLA?

If it was 17 years ago, there is no need for them to check, as it is pre regulation.0

17 years ago is 2000. Insurance regulation started in January 2005. So, car dealers dont have to consider pre-regulation complaints.Would can I do other than send another email complaining that it doesn't seem to appear they have even bothered to check their records?
They dont have to check. In all reality, they almost certainly wont hold a single record from that period anyway. Not that it makes a difference.Would it be worth me obtaining the registration documents for the car through the DVLA?
DVLA dont hold info on loans, let alone PPI. Plus, info is not the issue. The fact it is 5 years prior to regulation is.

They will be banks. Not car dealers. Banks were covered under earlier regulations. So, they have to consider pre-regulation complaints.I am an Independent Financial Adviser (IFA).
