Advice: Severe Disability Premium

Hi Everyone
I'm new to the site and looking for some advice on the above titled subject.
I am in receipt of Higher rate ESA and enhanced PIP rates. I received a letter informing me I could be entitled to the Severe Disability Premium and completed this and returned it.
Having not heard anything I contacted them today and they said I wasn't entitled because my mum and her husband BOTH need to be in receipt of PIP to be entitled to this premium - but as it stands only my mums husband receives PIP. Surely this is at odds with what I read on their website - which states if single and not living alone I would only be entitled to claim this if another person is also eligible for PIP. Yet according to the person I spoke to earlier both parents would need to be in receipt of PIP for me to be eligible -
Could someone explain this to me or share any information on this. Because to me that seems barbaric that the more money coming into the household the more you are entitled too. It should be the other way around logically. But more to the point, if my mother's husband claims PIP why would my mum also have to be entitled to PIP for me to be eligible for the Severe Disability Premium?
I hope I've explained this good enough to understand its all a little baffling to me.

The criteria for Severe disability premium is you must live alone, or be classed as living alone, no one must claim Carers Allowance for you, all this alongside the other benefits of which you're in reciept of. If you don't live alone (as you don't) then all adults must also recieve a qualifying benefit such as PIP/DLA/AA because only your mum recieves PIP and not her husband then i'm afraid you won't qualify for the SDP as stated clearly here in this link.Hi Everyone

Do mum and dad have a means tested benefit such as ESA, Pension Credits or housing benefit?
Do you or mum claim carers allowance for looking after dad?

Either way, it makes no difference because the OP still couldn't claim Severe Disability Premium under the circumstances above.Do mum and dad have a means tested benefit such as ESA, Pension Credits or housing benefit?

I am fully aware of this, hence the reason I was asking about carers allowance in the hope that I may be able to increase the household income by £68 weekly.0 -

I'm also only nit picking, but you can get SDP if someone is claiming CA to care for you. The exclusion should be worded thus...
"no one must be paid CA to care for you"
Someone can claim CA and get underlying entitlement to CA, if this is the case then SDP can be awarded to the disabled person.0 -

It's not just one other person who lives with you who has to be on PIP/DLA it is every other person (adult) who lives with you.

Person A and person B both make a claim to Carer's Allowance
Person A has an other Contributory benefit or a State Pension already
Like ESA Conts in payment. Carer's Allowance will take the ESA Conts amount or the State Pension (RP) amount or the Bereave Benefit (BB) amount out of the £62.70 CA award, and will most likely end up paying person A £0.00 if this happens the CA award is called an Underlying Entitlement because no CA is being paid but there is an open claim to CA.
Person B has no BB, no RP and no ESA(C), so person B will most likely end up being paid CA at £62.70
The disabled person being cared for can get SDP (subject to meeting other criteria) under the person A scenario, but not under the person B scenario.0
