last new build home in a development phase

I have a friend who once told me he made his fortune by buying the last new build home in a development phase. He said if the home builder cannot sell all of the homes in each phase that they weren’t allowed to move on to the next phase of the development and therefore the home builder offered heavy discounts so as to shift the last couple of homes allowing them to start building/selling on the next phase.
I am wondering if there is any truth in this or if anyone has heard anything like this?
Reason I ask is that my partner and I are meeting with the home builder this weekend as we have taken a shining to one of their new build properties in an area not to far from where we would like to live.
We have toured the home a couple of times and have previously spoken to them about potentially reserving the home but talks fell apart as they weren’t budging on price or willing to include any extras in the price.
Since our last conversation all but 1 home of phase 1 have now sold leaving, thankfully, the home that we liked in the first place. We know there are another 2 phases of this development and that they have started releasing more homes for the phase 2 part of the site.
We are keen to get the best deal we can so any tips would be great.
P.s the builder is David Wilson part of the Barrett Group.

Sometimes they are keen to offload if it is built and sitting empty
If the new phase has the same model then they can use it as a "show home" until the new phase one is built.
The usual reason there is last house on a phase is the plot is the worst.0 -
New builds are often pricier than 'second hand' homes so any discount may actually bring it in line with these. Yes, you can sometimes get more of a discount by being first or last through the door with a new build, but I can't imagine anyone would 'make their fortune' by doing so.
