rang pip yesterday re: tribunal win to be told the papers were received last weds but now with a case manager is this normal ?

It is possible that the DWP will appeal it to the second tier tribunal. The case manager is probably looking to see if they have grounds.
Having said that an appeal does have to be about points of law and few cases are appealed by the DWP.
You could keep ringing the next few days to see if they have reached a decision.
