NCP Parking ticket HELP - Appeal can not progress as I am a third party response

Hi,
I received my first ever NCP Parking ticket on 07/12/17, for 'Parked without clearly displaying the required valid pay and display ticket and no other cashless parking payments detected'.
I displayed my ticket clearly, and the information on the ticket is clearly visible outside of the car. I have photo evidence of this.
I went to the NCP website and followed instructions, I found my 'case' online and 'photo evidence' from the issuer on the website too. He has clearly taken a photo of my ticket in the window and all information can be seen.
I appealed through the NCP website and today I received this email:
Thank you for your correspondence regarding the above Parking Charge Notice (PCN).
Unfortunately we are unable to progress your appeal further at present, as you are a third party making the appeal on behalf of the driver.
Like many other business sectors, due to conditions imposed by the Data Protection Act we are prevented from disclosing or discussing information or issues with a third party such as yourself concerning an individual driver relating to the issue of a Parking Charge Notice
We can however progress an appeal once we are in receipt of signed and dated written consent from the driver of the vehicle at the time of the issue of the Parking Charge Notice giving you full authority to act on their behalf and to receive any relevant information or data relating to them .
You will appreciate the disclosure, discussion or exchange of information or data relating to an individual is a very sensitive issue these days and as such should not be divulged or discussed unless express consent by that individual is given. We look forward to receiving such consent by return enabling us to progress this particular appeal for review and action.
If you are unable to divulge the above information, payment of £35.00 for the above notice can be made by one of the options below.
Payment can be made:
* Online, by visiting
* By sending a cheque or postal order, made payable to National Car Parks Ltd to: National Car Parks Ltd. Notice Processing, PO Box 839, Northampton, NN4 4AL.
* By Debit or Credit card (except American Express). Please call 0345 452 7780 and have your card details and the information held in this letter to hand.
If payment or written consent is not received within 14 days from the date of this letter, the discount offer will expire and the full amount of £70.00 will become due. I have to inform you that if the outstanding amount remains unpaid we will follow a recovery process which includes passing the case over to a debt collector who will seek to recover the outstanding debt on our behalf and any reasonable administration costs incurred by the debt collector. We further reserve the right to use the courts to recover any outstanding parking charges due to us.

I am not a third party? I don't understand why they have asked me this, and I'm not really sure what to do?
Anything else I need to do?

you should have read and need to read the NEWBIES FAQ sticky thread at the top of this forum
the notice on the vehicle was a Notice To Driver so only a driver can send in an appeal which is what they are asking for )confirmation of the drivers details) , or the DRIVER passes it onto the KEEPER and the KEEPER appeals it
what should have been done was a KEEPER appeal on day 26 , so in a couple of weeks time , using the blue text template (because the driver passes the windscreen notice for the keeper to deal with on day 26)
or the keeper should have waited until between day 29 and day 56 and received a postal noptice and then appealed it as KEEPER (ignoring any windscreen ticket)
you should edit post #1 and remove any hint of who was driving
THE DRIVER drove the vehicle that day
THE KEEPER is the on to appeal it on day 26 , as KEEPER , and hope the parking company forget to issue a postal NTK

Dear NCP,
I am not a third party, and under the POFA (as introduced in 2012 in tandem with POPLA, with Schedule 4 implementation being delayed until keepers had that independent appeal right) I am entitled to appeal a private 'PCN' at any stage.
I am not appealing 'on behalf of' the driver. I am appealing as registered keeper.
I require NCP to consider my appeal properly and supply me with a POPLA code, or I will complain to Mr Clark of the BPA and Mr Dunford of the DVLA, as well as my local Trading Standards and my MP, regarding your outright refusal to consider an appeal from the registered keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

NCP, of late, seem to be misinterpreting and misrepresenting everything. I wonder if they’ve got someone new in their appeals department. Or perhaps a goon has got a promotion?Please note, we are not a legal advice forum. Their letter is utter garbage and someone should in any event complain to BPA that they are telling appellants entirely the wrong thing.
