Was I stupid and should I pay up?

Hi. Maybe I am gullible, I went into a PPS car park in Exeter thinking I had a appointment with a business client nearby. Once parked (in a very small and badly maintained car park) I saw a message to say the client had cancelled. I proceeded to send some messages and texts about this and drove out again. I received a letter with photos of my number plate saying because I had not paid they were fining me £60. I had not realised that I needed to buy a ticket to sit in my car in a car park I also did not realise that if I did this for longer than 10 mins I would be fined, Apparently I was there for 17 mins. Obviously if I had known I would have moved on immediately. I have taken it to the IAS (I don't know who they are and how much credibility they have?) and they have upheld PPS even though they have said it is unfortunate. Ive asked the CAB and they don't think I have much grounds to contest it further. Can anyone let me know if I have to pay these charlatans £100 for sitting in my car in their grubby car park for 17 mins or if I should wait for them to take court action and see what happens? Simple advice, and we agree.
Come back if you get a court claim within 6 years. Tell PPS in writing, if you move house.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Avoid C.A.B., they know as little about the PPC scam as my cat.
If they were to take this to court, they would need to jump through several procedural hoops, which many PPCs fail to manage, and convince a judge, who might recognize this that it is a scam, that your breach of contract has damaged them sufficiently to merit £100 in compensation.You never know how far you can go until you go too far.0
