f1rst Parking

Registered keeper received tickets for parking in the university blue zone J. The car itself hold's a disabled e-permit which allows parking on green zones and orange zone. Driver of the vehicle was confused between distinction of the two car parks (new redesign of road layout at uni, no middle road and no roundabout as shown on map between zone I and zone J). Driver of the vehicle parked there 4 days in a row.

First PCN given on 12th (Driver came in, left for lunch, came back in and left for home)
F1rst parking said on the first PCN that it was issued due to the first contravention (Which was same day earlier time - No PCN left on windscreen & no warning letter of first contravention sent)
Received 2nd PCN today - same parking location - parked there all day
3rd & 4th PCN to come in due days I guess?
'I have appealed to F1rst for the first 2 PCNs using the BPA layout provided. They have rejected the first PCN with the following:
I have now had the opportunity to review this case and my findings are:
After reviewing the photographic evidence and also your appeal information; on this occasion I will be rejecting the appeal. It is the driver's responsibility to ensure they are registered/authorised to park on site.
As your vehicle was parked in contravention of the Terms and Conditions of the car park, we are satisfied that the notice was issued correctly in accordance with the BPA Code of Practice and are therefore unable to waiver the charge on this occasion.
You have now reached the end of our internal appeals process'
They have given POPLA code for this first PCN.

All you need to know for developing your POPLA appeal is in the NEWBIES FAQ sticky, post #3. Please note that POPLA won’t be interested in minutiae about blue, green or orange zones, nor about roundabouts or middle roads. Don’t fixate on those.
There have been one or two recent F1rst Parking cases at universities that we’ve successfully dealt with (from memory), so do a search on ‘F1rst University’ (don’t add ‘Parking’ to the search terms, or you’ll have a zillion results!). Make sure you change the default ‘Show Threads’ to ‘Show Posts’, and use ‘Advance Search’ if you need to.
Come back with your draft POPLA appeal for us to critique. Worth putting plenty of effort into getting this right as, if it’s successful, you can use it for any of the subsequent NtKs, providing the circumstances are generally similar.
You must appeal each case separately. Don’t try to incorporate multiple NtK appeals in a single document - either to F1rst Parking or POPLA.
Don’t miss your POPLA deadlines for each appeal.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
