DVLA Fine

Hi everyone,
I am looking for some advice. I recently transferred a car over to my name from my sister in-law and at the time my wife was paying the road tax. When the car was transferred over to me, she told me she would continue to pay the road tax.
In october my car was clamped because it was untaxed. This was a shock as we thought my wife was paying for the road tax but it turned out that she didn't know about having to renew the road tax after the car was transferred. She assumed that they would continue to take money out of her account as normal. Oh well, I did not have much time to argue with them as I was running late for work so I got road tax on my name, paid the £100 fine to remove the clamp as ultimately it was our fault and went on my way.
However today I received a letter from the DVLA asking for an out of court settlement of £113 to settle the fine and to "stop them from taking me to court".
Is there anything I can do regarding this matter? I am really tight on funds at the moment.
I would appreciate any help.

it is the obligation of the registered keeper (you) to tax the car. Any dispute over your wife's failure to pay the tax is a private matter between you and her. It does not affect or excuse your liability.0 -
You aren't going to get out of paying so the cheapest way will be to pay before court action.
I don't know why it was suck a shock it's not like it's a recent change.0 -

I routinely tear strips off the DVLA, but this new system with non-transferable tax has been around for like 12+ months??0
