Elite management midlands - not issued by parking attendant

I received a parking charge notice on my windscreen from elite management midlands as I was arriving back to my car a few weeks ago, in a car park where a permit is required. I have now had a notice to keeper letter through. Because I was arriving back to my car at the time it was issued, I saw the person putting it on my car. There was a couple, and the man I believe to be the parking attendant as he was wearing a uniform and badge was sat in his van whilst who I assume to be his girlfriend was putting the notices on the cars. She was not in any kind of uniform nor had a badge/identification. Therefore I believe that my parking charge notice was not issued by someone who is authorised to do so. How far am I likely to get appealing on these grounds? Thanks

Everyone is politely asked not to start a new thread before reading up in the newbies faq thread near the top of the forum on the game you are caught up in
Go there now and follow the advice on how and when to send an initial appeal
Throughout you are advised never to reveal who was driving
You need to edit your post t remove details of who was driving
