SORN & no V5C document

Ok vehicle needs to be declared SORN. Problem is the V5C can't be found.
My brother has owned a number of vehicles this year & my mother as lovely as she is just likes to move stuff around and then things go missing. Shredding papers is another favourite. Things i don't miss from living there.
So i've a bad feeling that this V5C has been binned or shredded in error for one of the other vehicles. Either that or it's in an envelope with other papers. Bottom line is it's missing. I know that he's had it as i remember him buying the car & i saw it come through as i said it could take about 6 weeks yet it was only 2 so i've definitely seen it.
So 2 part question is
1) How does he declare it SORN now without the V5C?
2) How does he get a new V5C or even prove that he owns it? Does he just phone/write to them & say issue to your registered address? Is there a charge for this?

Any idea how long it should take? And is doing it this way quicker than doing the V62 part over the phone, waiting on the form and then declaring SORN online?0 -
The replacement V5C should be within 2 weeks (phone or form).
It may not make much difference in time, he would need to wait for the V5C to make the SORN by phone, if it is done by post they would already have the form V890 to process the SORN.0 -
Since the car is registered in his name, he could just print of a sorn form, fill in the details and post it. Saves waiting for a new v5 to arrive.0

I got a replacement V5 within a week although the Christmas post will slow things down.0
