OPC formal notice from 2013 received today at my new address

Hi all
I've read through the newbie post but feeling overwhelmed by the amount of information available.
Please can you share the links that I need with regards to the following situation?
I've received a formal notice as the keeper of the vehicle from OPC for an over stay in June 2013. I did not appeal back then and ignored the letter as this at the time was the advice from many people. However they now have my new address and demanding £100. They will instruct their solicitor if I do not pay within 28 days.
Do I appeal now, if so which template do I use please? Or do I ignore?
Also how have they gotten hold of my new address, I'm no longer the owner of the car in question? They are also using my maiden name.

You are in the debt collectors stage as described in the faq

I presume this is a Observices Parking Consultancy?
They were not members of the BPA AOS for a lengthy period (which may have been at the time this parking charge was issued) and would not have been able to access the DVLA database to obtain any details about you.
Write to the DVLA and ask by who and when your details were requested from (a date a little before the date of the parking event) to the date on which you received the latest correspondence from OPC.

Have you at any time around the time of the parking event written to OPC to appeal the original ticket?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
