Time limit on final notice

I have received a final notice demand from Parking eye for a parking charge from March 2016!! Is there a time limit for how long they can pursue a parking charge notice?? I may have originally responded back in March/April 2016 saying that I was not going to pay and did not hear anything from Parking eye until November 2017 with the final notice letter??
Total debt: £27,000

Did you at any time admit you were the driver?
If not, did they comply with the required letter to the registered owner within the required time-frame?0 -
