Tax on International Post

Sorry if this isn't the right Forum but I couldn't find something to put this under.
My friend purchased 2 DVD's (one of which is for me) from an American music band website. They got a card saying that a further £12 tax has to be paid before receiving the item. We've not had this before when ordering DVD's from this website.
I have a few questions about this tax:
1) What is it for?
2) Does it need to be paid?
3) Can it be claimed back anyway?
4) If they refuse to pay it will the DVD's be returned to the seller?
The frustrating thing about it is the DVD's are now on sale in the UK. At the time of original release we looked on all the well known UK shopping websites and no one was stocking it.
Sometimes the early bird doesn't just get the worm it gets attacked by all the other birds before getting it's worm :-) :-)
