Quick intro, regularly parked at Go Outdoors and shopped there. One night popped into the city and must have gone over time. Got the letters from Highview but disgusted at their charges I dismissed them. Got a letter off Debtrecovery and used the statement I found off here. They've now responded:
Thank you for your email regarding the above Parking Charge Notice (PCN).
The time to challenge the charge has now expired and therefore access to the Independent Appeals Service (if applicable) is no longer available.
However, in order to resolve this matter, I will offer the following comments as to why this PCN was correctly issued and is still payable.
Please be advised, there are currently three outstanding Parking Charge Notices (PCNs) under the vehicle registration. Therefore, a balance is outstanding of £449.97.
My findings
The site in question is subject to terms and conditions, which are stated on signs throughout the area. Those signs state that all vehicles must be parked in an authorised manner.
On the date in question, the vehicle was parked in an unauthorised manner and a PCN was correctly and legitimately issued as a result.
I feel obligated to inform you that, under the Pre-Action Protocol of the Civil Procedural Rules, court action must only be viewed as a last resort. I am attempting to abide by this direction by trying to settle the matter amicably without court involvement.
Your actions may be viewed as obstructive to this aim and will be made clear to the court should the matter escalate to such a stage.
What you need to do now
Please ensure that £449.97 is paid by 28/12/2017. Payment can be made online or by phone. Go to the website or phone 0208 234 6775. You can find full details of how to pay on the reverse of the letter(s) sent.
What will happen if you do not pay what you owe
If the amount is not paid by the date shown above, we will recommend to our client that court action be taken by them to recover the outstanding balance.
What if you do not agree
Although any correspondence that does not provide further evidence will be noted and retained, I cannot guarantee that we will reply to it.

Bank Transfer: Quote your reference number to Debt Recovery Plus Ltd, Royal Bank Of Scotland, Sort Code 16-00-01, Account Number 20891316

as you foolishly ignored the pcn`s instead of appealing them there is nothing you can do now !
your next step is to read post #4 of the NEWBIES FAQ sticky thread near the top of this forum
HIGHVIEW have 6 years to issue an MCOL and take it to the small claims court
debt collectors like DRP are powerless, so IGNORE them completely0 -
Everyone is politely asked to read up on this in the newbies faq thread before starting a new thread
Go there now to get an understanding of the game you are caught up in
Throughout you are advised never to reveal who was driving so you now need to edit your post to remove details of who was driving
The ppcs monitor here and can use your posts against you0 -
LOL, you could have had good old Highview cancel any PCN within a couple of hours after just one email per PCN, as we all do when having fun with the Highview '2 hour cancellation challenge'. Works every time and yet you ignored them?!
I would send them, now, the usual template appeal you should have sent. The BPA one in the NEWBIES thread (please no posting the entire BPA appeal wording here, and asking 'is it this one?' Please spare us that).
Highview don't like it much when people find this MSE forum, even late.
Do NOT send it to the pointless middle-man debt collectors.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
