Minster Baywatch

Just received a parking notice through the post today 14/12/17, saying on the 31/01/17 I parked my car without a permit.
I know I was in the wrong at the time, but are they allowed to issue this nearly 11 months after the offence took place?

The company is Minster Baywatch, for which I've heard bad things about.

Everyone is politely asked to read the newbies faq thread near the top of the forum before starting any new thread

Read up there now on how to deal with this.

You will see advice never to reveal who was driving

You need to edit your post to remove those details

The BPA CoP says this, about postal PCNs where there has been no windscreen PCN:
33.3 You must post the parking charge notice to the keeper as
soon as possible. Your target is to send the parking charge
notice to the keeper of the vehicle no more than 14 days
after receiving the keeper data from the DVLA, and no
more than 35 days after the unauthorised parking event.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The letter that pappa golf kindly posted in #3 can be emailed to DVLA to this email address->
    SubjectAccess.Requests@dvla.gsi.gov.uk
