uk car - parking ticket in dublin. Do i have to pay?

Hi all, i was over in dublin and have ended up with a parking ticket for over staying the 3 hour limit on a side street. I did however pay for the time i was there, which is a bit strange.
Basically, i didnt realise it was 3 hour max. So i paid via txt for 2 hours, then paid again for another 2 hours when i wasnt back.
The strange thing is, i tried paying before 9am, and it wouldnt let me pay as its out of hours. Yet it happily let me pay for 4 hours even with a 3 hour limit.
The fine is 40 euro, but as i dont even live in ireland, do i have to pay this?
I did email the council regarding this, but they say without me giving an address(which obviously i dont want to do) they will not let me appeal.

Apologies if I'm being thick, but can we infer this was a hire car and that is how the ticket has been sent to you? Otherwise how have you received the ticket without the council knowing your address?0

You are probably better taking this over to pepipoo.com as they are the experts on council and police parking tickets, although I don't know if they can help you with an "overseas" ticket.
