West Kirby Station Car Park

Yesterday I went to work on a broken dishwasher at a coffee shop in the station clock tower buildings. The shop owner told me to park in the car park and he would give me a parking permit for the car. I parked in a bay which was not allocated to any particular company and then went in to the shop. There was a big queue and then an elderly customer did not feel well and I offered assistance all of which delayed the owner giving me the permit. When I returned to the car i had been issued a PCN for parking 'without a valid permit/ticket or authority'.
I do believe I had authority and circumstances unfolded which delayed the placement of the permit in my windscreen. I am looking for a template to use for my appeal. The issuing company is UKCPS LTD.
Can you direct me to the appropriate template to help my cause.
