Yep, I am wrong. Reading what I wanted to read.
I still think my summary was more helpful, and I would still report an injury accident to the police regardless, especially in these days of insurance fraud - like the guy somewhere else arguing over an insurance certificate that the insurers are now reneging on.0 -

You could always go to the police under 154 if the certificate is fraudulent.0
