Need desperate help PCN to enforcement - Not my fault

Hi Can someone help me urgently!
In February I received a PCN for my car. I appealed this ticket and in my appeal I mentioned my new address as I was looking to move in a month. I have proof in the reply email they sent to acknowledge my appeal as they relayed what I told them. At the time my car was still registered to my old address.
I never heard from them so I assumed I was successful. Now enforcement agents have come to my house with a warrant of control and have slapped on a compliance fee and an enforcement fee even though I never got another letter regarding the matter (I guess they got sent to the old address).
What can I do? The amount owed was £98 plus all these enforcement fees.

If this is as a result of a CCJ then read up on set aside - if you decide to go down this route then ask on the application to court for enforcement procedure to be put on hold till the outcome of the set aside application0

was this a private parking ticket or a counsil type one?

This was a council one issued on a road in Ilford, redbridge. I dont think there is a CCJ0

£98 seems an incredibly small amount for such drastic action imo, especially if they ignored your change of address. How long aftert the event did you notify DVLA? I wonder how much this is going to cost the taxpayer before it has ended.
