Entitlement to council tax support - pensioner couple when one moves into care home

Not sure what it said but my Mum & Dad had savings in joint accounts.
A financial person from the council visited and split the savings down the middle for purposes of calculating Dad's savings for the care home.
I guess DWP did the same when assessing Mum's eligibility for Pension Credit.
The shared account causes the problem I mentioned above. Half the amount in the account is considered initially ,but suppose there is £10000 in the account, it would be expected that once the person in care has used their £5000,then their spouse, at home, has the other £5000 for themselves, but this is not so.
With a joint account there would be £5000,but not the spouse at home's. It is seen as £2500 each
,so the one at home loses £2500 which could be taken to pay for the other's care (assuming other finance being available to the one in care.)0
