Receiving pre-owned goods when I expected new

I purchased a monitor online from a long established company. I received the monitor & could see labels attached from where it was previous sold & a returns label.
I havent opened the sealed box, but its clear it has been resealed over the top of the original tape, plus it has added 'fragile' tape across the box.
Im not happy to receive items that dont have some wrapping on, as its highly likely that the recipient (its a present) will be the one who is home to take delivery. But also because it makes the item look tatty.
Without opening & trying it I cant see if ifs 100% ok & I wanted to hand over an unopened gift, not one I have been poking around in or more importantly someone else has been poking around in.
I didnt order a B-grade item & it wasnt maked as used or pre-owned (stock levels at 81 when I ordered), so where do I stand - I still need the present. As yet Ive had no response from the supplier.
