    Which is best

Neither run a Ethernet cable to see if the issue with with your ISP or homeplugs assuming TP Link 500 is such.

TP-Link is the cheap brand; Solwise is about mid-range; Devolo is the expensive brand.

It is always possible that your problem is not associated with your current homeplugs, as Inner Zone says...

Devolo by far are the premium brand and tend to work consistently well. I never really had issues with homeplugs until I got a set of TP-Link ones and they've been forever randomly dropping connections. In the end I gave up and now using an external wifi adaptor in my office where I had the issues.

I found the same problems with 3 different makers including Devolo. If there is something about your house wiring that upsets homeplugs nothing will work. In my experience Wifi and direct cabling is the way to go.

Are you plugged directly into a wall socket or do you have the TPLink plugged into a mains extension? I tried the latter as an experiment and it reduced the speeds by 2/3 and made it flakey.

Probably doing the same as one of mine does, intermittently loses connection. I've three and only one of them does it. Happens about once an hour for 30 seconds or so.
