I share your pain OP ! I only sell to U.K. Bidders and put this in large lettering in the description as well as setting U.K. Only in the postage but with some stuff I've sold I keep getting messages asking how much to post to other countries.
Last year I listed a tablet computer, had a few different bidders on it and right at the end someone came in and won the item after pushing the price right up . As soon as I looked at their feedback I knew that they weren't going to pay for it but I still had to wait to open the dispute and then get it relisted .
I also had someone buy something and they never bothered collecting it from their postal depot , I knew nothing about it until about a month after it had been posted when they filed a dispute, no message to me asking where it was or anything. The item was eventually returned to me but I lost out on the postage (about £12) . I was absolutely fuming 😤

One of the main issues is that eBay don't care. You can't force people to pay and if you do raise a dispute nothing happens.

I agree that eBay don't care, but raising a non paying bidder dispute does have consequences. It gives you a strike. Two strikes and you are not able to bid/buy for a year.

Why wait? Do a second chance offer.

Sometimes those red 'we couldn't deliver' cards aren't left though.

So they set up a brand new account?

  • That's good to know.
No longer a spouse, or trailing, but MSE won't allow me to change my username...
  • They were the only bidders, so no-one to offer the second chance to. Sadly.

You still need to release the first bidder with a NPB.

Assuming the same home address/name and various other possible links the accounts will be linked.

If you've ever had a strike you will know how painful it can be. I get buyers pleading with me to remove them.

Yes, but you don't need to wait till that is complete to sell the item if you are 100% that the winner is not going to pay.

I haven't had a strike. Are you sure the new account is going to be linked?

If I was that way inclined, I wouldn't use exactly the same name. If it was just based on address, one bad apple could screw it up for a whole household.

But you can't be 100% until the NPB is timed out. You run the risk of two sets of fees and an out of stock defect.

    Yes.

And yes, you can cosmetically stroke the details to re-register but if a seller has the correct blocks (paypal account / credit card on file) requirements for a buyer then it is rendered useless.

If you frequent the eBay boards (both here and on eBay) you will know that a lot of people don't even realise you can [legitimately] have more than one account, so trying to get around the system just isn't on a lot of peoples' radar.

Some years ago a friend listed an item and the winning bidder paid via Paypal (it was under £10). But the buyer never collected nor made arrangements to collect the item and never made contact with my friend or raised anything about non receipt.

My friend didn't want the item and as he had got the money for it. gave it to me. I used the said item for several years before it gave up the ghost.

Unfortunately not, there is no limit at which eBay blocks you, however sellers can set their individual accounts to block buyers with 2 or more strikes.
