Can a Brit resident in Czech Republic hold NS&I Premuim Bonds?

My daughter has UK Passport, currently residing & paying taxes in Czech Republic.
I understand it's possible to have Premium Bonds as a non UK resident but do not know if Czech Republic restricts this or if daughter is liable for Czech taxes?
Any advice welcome.
