We are getting some bits and pieces replaced in our kitchen - one of these is to replace the gas hob with an induction hob. Do we need a certificate or anything like that from the gas man for capping off the gas?

No, just make sure he's gas safe registered, and if you want to make yourself look like you know what you are talking about, ask him if the tightness test was OK after he finishes
His invoice should state the work carried out anyway for you.0 -
It shouldn't need capping off, the existing valve should be self sealing. No free lunch, and no free laptop0

If you are an owner-occupier. No.0

It’s a gas hob so is unlikely to have a self sealing bayonet fitting, I would leave it like that if there is a bayonet fitting I would get someone gas safe to cap it.
As said above who ever does it will do a tightness test to prove it’s safe and relight your other appliances.0
