do I have a right to claim back PPI now?

I have been in contact with GE money in relation to a ten year loan I toook out inn 2007 for a bolier through British gas I have only just paid this off.
I paid £8400 for this bolier which cost around £3000. I was advsied that I could over pay which wasn't the case as when I made contact they told me if I paid early etc I woudl be still liable for the loan and all interest agreed I was stuck with the loan for the duration , it appears that not only was I misinformed about the interest and how much I would pay back I was also not advsied of the PPI . I am of the view that given I have paid over £5000 a large propertion of this is PPI , plus interst I have been charged for the PPI debt.

GE money have ignored me and said they were not able to identify my account. I contacted them again via resolver and provided my account number . They have ignored me. GE money transferred my loan to another company but the debt and agreement was with them, but surely the loan was with them so they are liable.
They have marked my case as closed, however I am of the view they have acted incorrectly and , given my my loan only ended in September this year, and my account was transferred about two years ago, so there’s no way they wouldn’t have a record of this, and they are not taking responsibility for their part in this.
could anyone advise me if I am able to claim the PPI or am I too late and who it is that I should be asking for it. GE or the company that GE passed my loan onto?
