HELP/ADVICE NHS penalty charge

I have received a nhs penalty charge for 2 items plus the charge for £103+ for claiming maternity exemption when not entitled.. which I definatly know I am not..
I have been on medication all year & paid for all my prescriptions or so I thought!
After investigation the charge is for 2 items that have a 'small mark' against maternity exemption & not signed by myself.. I have requested a copy of this.
I have also realised on this occasion this prescription from my consultant was picked up by my husband due to me being in pain alongside another prescription from my gp with one item on.
On checking the bank account we have paid for the one item £8.60. (I have cross checked the dates on my medication) My husband was none the wiser that the pharmacy had not charged for both nor did the pharmacy question why they thought one was marked exemption while the other was not? (I plan to visit them Monday)
On questioning my husband now he said he thought it was cheaper due to one coming from a private consultant (but under nhs) or that it was my free contraceptives..but certainly did not mark one down as maternity exempt.
I fully believe we are not at fault or have willingly deceived or committee fraud.. my husband did pay albeit the pharmacy not taking the full amount..
I have tried to explain this to them however the answer im getting is it's not been paid so it still stands. I have no issue paying for the prescription I owe but do not wish to pay and admit liability to the charge?
