Apparantly (though not confirmed yet), TalkTalk charge 5ppm for their 0844 calls*. If this is true then providing you meet their other t&c then BT are actually cheaper than TalkTalk.
I know you're probably thinking these calls are excluded but according to their t&c (paragraph 5):-
Therefore, if anyone thinks they meet TalkTalk's t&c criteria then I suggest you go for it before TalkTalk realise their mistake and change the t&c accordingly.

* Obviously, further confirmation that TalkTalk charge 5ppm for 0844 calls is needed by someone who uses TalkTalk (I don't) but according to boblevin in this thread (scroll down to post 128) it would appear so.

Sorry to disappoint anyone, but I use TalkTalk and the 0844 numbers that I dial (for international dialthrough) are charged at close to the advertised rates for BT.
Additional: Just to add, I'm on their Talk 1 Talk Plan
Here are a selection of charges taken from my last online TalkTalk statement (figures exclude VAT):
