Scottish Power Warm Home Discount Pay Out

For the last two years my mum has received Warm Home Discount as she gets Guarantee Pension Credit this has been paid by Scottish Power in early December without having to put in an additional claim. This year she received a letter saying she needed to apply again even though her circumstances have not changed. I did this with Scottish Power in late October and as no payment has yet arrived I contacted them and was advised it may be up to next March before they pay out as they still have the application process open and not due to close at the earliest in January. Having tried to explain the above and the need for the extra £140 so my mum can start to use the heating now as we are in winter it fell on deaf ears.
Has anyone else had problems with Scottish Power paying out Warm Home Discount to those who, previously qualified?

If she gets the guarantee part of Pension Credit she should not need to apply because she should get it automatically. She should have received a letter from D.W.P. advising that she will get WHD. If not contact D.W.P.
My elderly relative whom I help with this got her W.H.D. from Scottish Power a few days after she received the letter from D.W.P. in fact the same week.
Note that W.H.D. is credited to the electricity account and not paid directly to the consumer.0 -

Received mine on Nov 7th. In the broader group. First time i have it this side of xmas. Now have a healthy credit for the winter.0
