Liverpool city council parking fine, need help please

Hi all, this is my first time on here and need some help please, so please be gentle with me !!
I have received a 'NOTICE TO OWNER' from liverpool city council saying i owe them a £70 parking charge for parking on a 'residents and permit holders only' street on the 28/11/2017, this is also backed up by 4 pictures they have of my car with a parking ticket on it parked on the street, (these are on they're website), the argument i have is that the date and time on the letter is 13:57 on the 28/11/17 and also the date-stamp on the pictures is the same. On that day and at that time i was at home in west cumbria,150 miles away. I was actually in liverpool on the 25/11/17. the question i have is, i have i got a justifiable argument not to pay the fine ??

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:
http://forums.pepipoo.com/index.php?act=SF&s=&f=30
Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
