 yes but the point is the flooding was not just the Thames, a lot of what caught out locals who watched the Thames levels was in fact pluvialThere might be a clue in the name of Staines-upon-Thames as to why there's flood risks in the area...
 A large amount of money has been spent mitigating flooding risk since the 2014 floods, but all that can really be done is give high water levels a bit of a hint that they'd rather go elsewhere.
 and if one accepts local gossip the defences are designed to protect the "posh" areas upstream around Maidenhead and Windsor by making us their soakaway/floodplain - which geologically speaking we are anyway, hence the road from Staines bridge to the M25 is named The Causeway0
