Window won't shut

Hi, I had two glass aspect of windows replaced yesterday, on windows that had misted. Now the top section, which wasn't replaced won't shut. The small window opens outwards and doesn't seem to be able to shut at all, is it likely that the window manufacturer have caused the problem? I don't want to be paying out more money.
