NCP fine for Blue badge Holder

Hi,
My friend has recieved a PCN on the windscreen today in one of NCP's car parks.
He is a blue badge holder, was parked in a disabled bay, with his badge on clear display and in time.
The PCN is for no payment method.
There are no signs in the car park to state blue badge holders must pay the tariff.
I enquired on NCP chat facility without giving any details about this particalr car park and their repsonce is:
"I have had confirmation from the car park team that clue badge holders do have to pay the normal tariff for parking at "this particular" car park. There would be a sign for customers advisiing if any concession was in place"
I replied with to get clarification
"So should the car park signs state that blue badge holders have to pay?"
The reply:
"No, a sign would only be in place advising you do not have to pay
At which point i ended the chat.
Is this a load of old poppycock?
Chances of a successful appeal?

No it's not poppycock, why should Blue Badge holders expect free parking in a private car park?0

Firstly, please inform yourself properly on private parking by reading the Newbies Sticky at the top of this forum.
This will also lay-out your options for challenging this.
It looks to me that the OP's friend has made the common mistake of assuming that Blue Badges have the same standing on private property as they do on public land - they don't!0 -
Yes she was under the impression that car parks that dont allow free blue badge parking state this on the signage that BBH must pay.0
