Convenience Store Responsibility of Customer Parking

Hi all, I'm looking for a bit of advice, please.
We have recently moved into a little village where there's only one convenience store (franchise) that the villagers rely on for supplies before driving to the nearest supermarket 5 miles away, located right next to my house. They have no customer parking.
Since moving here we have faced lots of problems with customers parking and blocking our driveway even at 6.30am when I'm leaving for work.
We have spoken to the shop owner about it who said that they would remind customers not to block our driveway. However, so far we didn't notice any efforts on their part. We have therefore placed road-cones to manage this issue as best as possible.
My husband had to point out to a lady that she was obstructing our driveway and that it is illegal to do so. She did not like this and has now taken it upon herself to make our lives miserable by picking up our road- cones and chucking them onto the drive, every time she shops here (which is every day and we now have camera footage of this), setting off our dogs barking.
My questions:
1- would you think/ believe/ know if the owner of the shop has a responsibility to watch out for customers parking that cause nuisance to the village residence?
2- how would you deal with such "lady" :mad: to stop her with this harassment?
Any advice is appreciated.

I don't believe the shopkeeper has any responsibility for the behaviour of his customers.

People park on the road blocking my drive, which has a dripped curb.:mad:0

The council is not interested.
We have a dropped kerb and they feel this is enough and no further input from them.

Ask (pay) the Council to pay a H-bar across the end of the drive-way that is a visual reminder not to park across the drive?
