Notification to insurers of accident

I was recently involved in a minor accident in a hire van I was driving. I scraped another van's bumper. This did absolutely no damage to the bumper but put a dent in the hire van for which I will have to pay a £500 excess on the CDW (the flimsiness of modern day vans is quite remarkable!)

Because there was no damage to the other vehicle, the driver didn't want to exchange details so we didn't.

Q1 - should I have exchanged details? My view is that if the other driver experienced no damage and doesn't want to claim and doesn't want my details then effectively it's like driving into a bollard or similar.

Q2 (the main question) will I need to declare this accident when (a) renewing an existing personal motor insurance policy, (b) applying for new insurance? I am fairly sure that the answer is 'yes' to both but confirmation would be appreciated.
