council tax reduction - will they take note of improvements?

Thanks, kingfisherblue - I'm on the priority services register for the electricity and water utilities and both have been helpful if there's an interruption in supply (we don't have gas up here). I hadn't thought about letting the fire service know about the lift though. Another phone call to make!0

Update!
I applied for the council tax band reduction. It took a while for the officer from the council to come out and meet me, but when he did he made things really easy. I think the main reason for them having to come out is that there are some people who would try and play the system, claiming when they weren't entitled to.
The upshot was that not only am I being granted the band reduction, it's being backdated to when I started using a wheelchair indoors! I'm very pleased with this result, and the rebate will more or less pay for the redecoration required after the work on the house. I'd definitely encourage other people who use a wheelchair indoors (or meet the other criteria) to consider applying for this.0
