Roof lining replacement and velux installation

Apologies, I'm a little clueless with anything other than using a paint brush when it comes to home improvement.
I have quite a few leaks in my clay tile roof. I think where some old creepers have made their way up to the roof they have lifted some tiles. There are also some holes in the roof lining (60 year old house and probably still the original lining) and the mortar (or whatever it is) seems to be wearing away on the edges of the roof.
We have a massive attic (5 bed house) and it would be useful to get this boarded out and maybe in the future put in a planning request to convert it. However, we won't have the money for a conversion for quite some time.
I'm wondering whether to put a couple of velux windows in to the rear of the attic (overlooking our garden and then lots of fields) in preparation for any future development.
Anyway, my question is who do I contact first? Would a roofer complete a velux install and make a planning request for me or would I need to do that first? Do I need a builder to board out the attic? Is it worth putting the windows in at the same time as getting the roof done or just wait for a future conversion?

I think someone really needs to look at the roof and make a decision on what the options are. Different roofs will need different routes taken.
Just boarding isn’t an option for saving on a future conversion. An important part of a conversion is insulating between rafters and usually adding to the rafters to acheive required thicknesses and ventilation. All that is done before boarding, but beefing up the floor and sometimes making alterations to the roof structure are done before that.
If the structural elements of a loft conversion - steels etc. really require a moment where the roof is off, then those have to be done first. You’d be wasting money by trying to do the last bit first.Everything that is supposed to be in heaven is already here on earth.
