CP Plus Notice (115 days since alleged parking offence)

Hello Folks
The keeper of a Horsebox received a charge notice from CP plus for "exceeding the free parking period" by 49 minutes between 2am and 5am at Knutsford. This was 115 days ago from today, any advice on what they should do? Keeper resides in SCOTLAND, alleged offence was in ENGLAND.
Any advice on how to handle this letter?

no keeper liability in scotland , so the keeper has no obligation to deal with it at all
CP PLUS should chase the driver, but they dont know who that was, let it stay that way
