Natwest PPI and Plevin

Hi everyone,
Hoping you can help me. Trying to help my parents sort out their finances.
My family and I moved to the UK in 1995. Parents got a credit card in 1997 to help pay for a big family holiday. In 2012 my mother got a letter from Natwest talking about it. She had no clue about it and says she just remembers the advisor saying it was necessary to open a credit card in the UK. Fortunately she did choose to have it investigate but Natwest rejected it saying it was not misold. Even though they then cancelled the PPI.
Unfortunately my mother being too trusting didn't think about complaining to the Financial Ombudsman as she never reads letters properly (don't get my started on her mortgage performance notices!) as I'm sure knowing my parents that insurance wouldn't have been their choice for a credit card only taken out to pay for a holiday and rarely used since.
Having asked her about PPI only recently, she told me the above and I rung natwest on her behalf and they said they'd already looked at the claim and it was now closed. Obviously being way past 6 months I figured it was too late to complain to the Financial Ombudsman.
After seeing on MSE about the Plevin ruling, I made sure to make their complain myself and they have just got back saying they want to offer my parents £1490!!
My questions are:
1. How do you know if that is the right offer amount? Natwest asking my mother to sign a piece of paper accepting the offer.
2. Although Natwest have stated in the letter that the original claim stands closed, they have offered my parents under Plevin only. Can I take this opportunity to put the claim to the Financial Ombudsman to look at their whole PPI selling? Or will Natwest refuse to be looked at for the full PPI?

If you have evidence they have calculated it incorrectly, send them the evidence. If not, accept it.
You can't complain again about the mis selling and you're out of time to escalate to FOS.0 -

The original complaint failed and remains rejected. Plevin is not an opportunity to re-state the original complaint and the six month window of access to the Ombudsman has long passed.0
