Draught under kitchen units

It's that time of year that you can really tell where the cold spots of your house are.
Our house is ~14 years old, but there is a cold draught coming from under the kitchen cabinet.
Turns out the laminate kitchen flooring stops a few inches behind the edge of the kitchen cabinets where there is bare concrete on the floor, and no skirting boards on the external and side (semi detached) wall.
Is there an easy solution to prevent this draught that doesn't involve dismantling the kitchen?
I was thinking of spraying expanding foam along the gap where the floor and skirting boards should meet to somewhat seal that, and then putting some insulation under the kitchen cabinets (like shown here).
1) Is there a better idea?
2) If not, would this help?
3) Is this a massive fire risk? Especially under the integrated oven? (Even though theres wooden laminate housing the oven).
4) Is this a potential mould haven? (steamy kitchen air)

If I was going to try what your proposing, I'd probably just use something like a roll of rock wool (it can be removed easily if necessary)
Don't understand where the draught is coming from if you have solid floors?
I have concrete floors and the vinyl flooring ends just under the units but no draughts.
Are there kick-boards under the units?0 -
Just put the wrapped loft insulation behind the kick boards to stop the draught. You won’t be as itchy using the bagged stuff even though it might cost a bit more.0
