    Aren't digital/services excluded from cancellation rrights ?

No. You have 14 days to cancel without liability unless you request provision of the service begins before the 14 days is up - then you can still cancel but will be liable for a proportionate amount for the services provided up until the moment you cancel. However, they need to inform you that if you request performance begins before the 14 days is up, you will be liable for those costs and will lose the right to cancel if the service is fully performed before you cancel.

Digital items are but this isn't digital. The service is some kind of test for which they send you a test kit in which you place a hair sample and return. Services have the same cancellation period as goods unless the customer requests for the service to start before the end of the cancellation period.

Digital items aren't excluded. Nor does services have the same cancellation period as goods.
    (2) If the contract is—

    (a)a service contract, or
(b)a contract for the supply of digital content which is not supplied on a tangible medium,
the cancellation period ends at the end of 14 days after the day on which the contract is entered into.

In contrast, the cancellation period for goods are 14 days starting the day after the last of the goods comes into the possession of the consumer.
You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride
