PCN misleading signs and road marking

Hi,
I just wanted some advice/peoples experiences about PCN appeals due to misleading signs and road markings.
Parking restriction have recently been enforced in my area (London) with parking permits being required and the area becoming a controlled zone.
The controlled zone sign visible from the road stipulates:-
Controlled zone
Monday-Friday
8.30am-6.30pm
There are smaller signs saying parking permit holders only mon-fri etc no mention of parking only in bays. The road itself has double yellow line on one half and no yellow lines on the other (absoultely no road markings next to the parking permits only sign).
About 3 weeks ago I received a PCN for parking in front of the parking permit only sign on the unmark portion of the road and not a bay. I have a permit so I did not think this was an issue and was surprised that I received a PCN.
I obviously appealed. Review of the picture the traffic warden has uploaded is not of the sign visible at the end of the street but of the sign on the other side which states controlled zone parking in bays only. I highlighted on the appeal the sign is not visible from where I parked and there was no suggestion that you only had to park in the bay in addition there are no road markings on the portion of the road parked but clear double yellow line on the other side.
Over the last 3 weeks I have seen about 50 cars make the same mistake due to the confusing signage and receive PCN notices. I also spoke to the traffic warden highlighting what the sign said which mentions nothing about only parking in bays and that there are NO lines on the road to suggest restrictions. He informed me that everyone has to walk to the end of road cross over and look at the sign from the opposite side not the actual sign visible from the parking spot!??
My appeal was rejected saying the markings and signs are clear however I have just returned to discover that the unmarked area of road that myself and several over people received PCN on has now been marked with double yellow lines. (Clearly as the sign and lack of any road marking were misleading.)
The question now is do I make a formal appeal and risk the fine doubling. I would usually not complain and pay the fine if I were in the wrong but I don't actually believe I am. To be told the controlled zone markings are clear and then discover that the council has come back 4 days ago to add new road marking due to how many people have been fines due to the confusion is some what annoying.
