I don't understand why you would not want a boundary, but hey :O.
The neighbour can put their own boundary up, on their own land if they want one.
Our neighbours have done the same. This means when I go into my garden I can see directly into their kitchen, living room and master bedroom, all of which have floor to ceiling windows with no curtains! Due to a very unusual layout, I can't put a wall up myself. I find being able to see my neighbours all the time very uncomfortable.0 -

In a conservation area, however, you might need planning permission for relevant demolition in a conservation area to take down a fence, wall or gate..
