Ok so, some news. Got this today from Resolver (I filled it in on the day of I got the notice). Not sure if this actually stands and means it has been cancelled and whether yesterday's communication had any bearing (this seems to be in response to my resolver appeal rather than my complaint re POFA2012). It is promising....

Thank you for your correspondence concerning your Parking Charge Notice.
After reviewing our data and in view of the representations made in connection with its issue, we can confirm that on this occasion as a gesture of good will we have decided to cancel this notice and no further action is to be taken.
