ridiculous parking charge

Hi, first of all i have been researching in this board and i would like to thank everyone for the information, but i need some help as i could not decide what is my best action to take or if i have rights about my claim.

Parking charge by PPS (Premier parking solutions) - IPC
Location: lochailorst parking in Reading
Amount: £100 (£60 if paying in 14 days)

Situation: i am the keeper but i was not the driver, the driver was about to pick me up from work in central Reading but felt dizzy (anyway i think this will be irrelevant for them) and decided to stop, called me to meet there so i could drive back home. Driver stopped in a parking bay for 16 minutes and did not even left the car at any moment, stayed inside. the driver did not see any explanatory sign about the parking (i attach some pictures i toke the day after i received the letter). The "signs" are not easily visible and there is no light around them so its quite difficult to see them (this happened at 18:05 so it was already night time).

I would like to appeal against this as first, signs were not easily visible... second, the driver did not even left the car at anytime so could not see the only sign (in a corner of the parking) and third, its an abusive fine (100) for 16 minutes when parking amount for 1h is only 2 pounds...
I have talked with other company colleagues and they received few unfair and abusive charges from this company too.

my questions are:
- do you think that i am right and have any chance to get this closed?
- if i appeal and then got rejected... could i keep the reduced fine option? (im not willing to pay but i will be angrier if had to pay 100...)
- should i email the land owner company as well so they are aware of these practises? might help?
- should i use the template appeal on this forum ?

I do apologise in advance if this is answered in any other topic but i could not find an accurate answer to my problem.

as you can see the only sign is in the first picture on the right side and its not clearly visible at all. it is if you are 1m away but not while driving...

    If you have read up about IPC companies in the newbies faq thread then you will know all about the futility of appeals to them!

    No.

    The bit about leaving the car (or the Bill Clinton explanation as it's known) is a waste of time. The car was on the premises and didn't get smaller because the car was occupied the whole time or its engine was not switched off (a variation of the reasoning).

    The truth is that the driver made use of the facilities which I assume were chargeable. You can forget your points (2) and (3) and concentrate on the failure of the signs to meet the required standard. Photos will be needed and map of the car park showing location of signs and vehicle at the time. There are other points such as the PPC's right to make charges under their contract.

    As advised, appealing to the IAS is considered a waste of time but get your act together in case it goes to court

    Pointless appealing to the IAS, it's a scam as with
    the PPC's who use them.

    There is no reduced fine option. It's not a fine, and you won't be paying it.

  • Find out who the land belongs to and complain. I did something similar - the land belonged to a mixed used complex of shops and offices - I complained to the landowner and got it withdrawn.
