multiple PCN & towing (TOWER HAMLETS) & towing (TOWER HAMLETS)

I would be most grateful for advice on my problem please:
on 23 october I parked my car in the usual parking space (street) in Tower Hamlets Borough for which I hold a business parking permit. I had it renewed in august and it was still only placed rather than stuck in the front window. however, the days leading up to the 23rd, I had various visits to garages for MOT, servicing and tyre replacements. as a result for some reason the parking permit was on the floor rather than in the window, i.e. not displayed where should be.
I left the car at the parking space on monday morning, then decided to take public transport back home as I was not near my work place around work finishing time. I ended up falling sick with a cold and stayed at home that week, when I returned to the parking space on friday I found my car had been towed.
I made my way to the car pound, paid the £240 fee along with 1x PCN £65 and collected the car. in the car window I found 4x more PCNs, £65 each.
I challenged all these. a few days ago I heard back:
1x PCN was canceled (for the 25th - so right in the middle of the week, i.e. not day 1)
the rest were not.
neither was the towing charge.
I would like to make a representation - however, should it be unsuccessful, the full amount will be payable, which is £130 per PCN. I cannot even try out if it would be successful with one representation as I only have 10 days left to do so.
my question to those of you very familiar with this, is:
does the fact that 1x PCN was canceled justify a representation? i.e. if Tower Hamlets were ok to cancel one PCN, and the other PCNs were issued for the same offence, does it give me ground to argue their rejection of my challenges?
I would greatly appreciate any knowledgable advice on this. needless to say I am up against time here! and the amount payable is just ridiculous give the fact that I do hold a valid parking permit for this parking bay. how can the council justify asking for this amount of money

You’re not really in the best place for advice on your penalty charges.

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
