Previous Capital One PPI rejection claim! Have received letter re court ruling?

Hi all 
Wondering if anyone can help.. I was previously rejected by Capital One for mis-sold ppi, which I then escalated to the Ombudsman; who also rejected. I applied from an application form I got in a magazine and they said I ticked the box (i don't remember doing so), there was nothing whatsoever that said what ppi was etc.
Anyway, I received a letter today saying I can complain again; something about a court ruling.. Can someone advise how I go about this and or has anyone else had the same experience with Capital One?

It's re the Plevin ruling which deals with commission.
Let them know if you want them to look at it. It's not a reopening of our complaint - that ship has now sailed.0 -
You cannot complain again. You are still rejected. However, there is a new area which may allow for a partial refund and you can raise that with them. Look at the site article on Plevin.
